8月5日の夜12時、ラダックを襲った集中豪雨による洪水の被害について、友人のレポートを原文のまま掲載します。ラダックでの生活の報告をするためにブログの準備をしてきましたが、そういった内容より先に、この災害の報告をすることになってしまいました。ただ、現状をお伝えすべくこのブログを利用できるならば、それもよいことだと思うので、私が日々見ているラダックの生活の風風景などについては、また追って報告することにして、ひとまず緊急支援の必要性などをご理解いただくために、この災害につてお伝えしたいと思います。
現在、私は以下のレポートを作成して活動している代表である友人のヴィヴェークと、その仲間たちと一緒に活動をはじめました。また、日本での緊急支援を具体的にするために親しい友人たちに、呼びかけも始めました。日本での体制が整い次第、しっかりと情報を発信し、支援金を募りたいと思います。具体的な支援金の集め方など詳細については追って告知させていただきます。
今日は、はじめてミーティングにも参加しました。既にあつまった支援金の使い方について、しっかりと話し合いがもたれました。それこそ調理用のガス、ライターから、毛布などの寝具、テントと言った目先の物資から、教育支援などの持続可能なものまで、本当に誰が必要なのかを明日にも調査に向かうことになりました。その調査をもとに、また話し合いを持ち、ドナーの選出などをします。間違っても、村長に代表して支援金を渡すなんてことはしません。どこで汚職が発生するかわからないので、しっかりと自分たちの目で見て聞きとり調査をしたうえで、直接ドナーに支援金や物資を渡すことをメンバー全員で確認しました。

CLOUDBURST IN LADAKH – WORST FLOOD IN THE HISTORY OF LADAKH
On 5th August around 12 midnight the whole of Ladakh was rocked by a devastating mudslide due to a cloudburst/flash flood. The worst affected areas were lower Leh and Choglamsar. Many other villages were also severely affected by the flood. Many lost their lives and hundreds are still missing. The army has put into action a rescue operation. Both civilians including tourists are working alongside the army to rescue all those stuck under the mud and debris.
Around 200 local Ladakhis have lost their lives, over 300 injured and approx 800 have been reported to be missing. The death toll is increasing every day as further bodies are recovered. People are desperately searching for their lost loved ones with a hope to see them alive. The hospitals are crowded with people either with injuries or coming to find their relatives or friends and some coming to identify the dead bodies. The survivors are living in small make-shift camps with no proper food and basic needs. They need your immediate help and support.
It is heart-wrenching to see this kind of devastation anywhere in the world, but especially in an area where the people live with open hearts and open doors and treat strangers as family. Many of the fields have been destroyed by the floods, meaning winter supplies are gone. Homes near the river Indus have become uninhabitable as have been flooded with mud. We are collecting funds to go to the families that have been hit the worst. Government funding is on its way, but may take months to filter down to people who need immediate assistance. Your donation can make a direct difference to this community.
The worst hit areas are:
1. New Bus station area in Leh (A lot of human casualties)
2. Choglamsar, 7 km from Leh towards Thiksey (worst in terms of human causalities)
3. Phyang village, 17 km west of Leh (around three people died but a lot fields and life stock damaged)
4. Saboo village, 7km east of Leh (a lot of human casualties)
5. Shey village, 15 km east of Leh ( a lot of fields and houses damaged, no human causalities)
6. Taro village, 25 km east of Leh (loss of life stock and fields)
7. Nang village, 25km east of Leh (loss of life stock and fields)
8. Stakmo village, 20km east of Leh (loss of life stock and fields)
9. Nimoo village, 35km west of Leh (couple of people died and also a lot of life stock and fields)
10. Ney village, 45km west of Leh (loss of life stock and fields)
11. Tia-Tingmosgang village, 90km west of Leh (loss of life stock and fields)
12. Skurbuchan village, 90km west of Leh (couple of people died and loss of life stock and fields)
13. Wanla-Hinju village, 135 km west of Leh (mostly loss of life stock and fields)
14. Saspotse, 65km west of Leh (mostly loss of life stock and fields)
15. Sku-Markha villages (some tourist died and loss of life stock and fields)
16. Chilling Sumda villages (loss of life stock and fields)
17. Hanu thang village ( loss of life stock and fields)
Apart from the above causalities
81 foreign tourists were rescued from from Zanskar Valley in Ladakh, 17 British & French, 9 Netherland, 8 Czechoslovakia, 7 Germans and 4 Israelis.
2 French and 1 Spaniard were yet to be traced.
1 Romanian woman died.
200 people including foreigners are yet to be rescued and rescue work is still on. Helicopter are also operating rescuing tourist stuck in remote trekking routes.

d. Blankets – Rs250 per person
e. Sleeping bags – Rs 900 per item
f. Tents – Rs 5,000 per item
g. Quilts – Rs 700 per item
h. Mattress – Rs 400 per item

a. New Home – Rs 500,000 per local home
b. Winter food rations – Rs 18,000 (inc 1 sack each of wheat, barley and rice)
c. Kitchenware – Rs 2,000 for set (including pots, plates, cutlery, gas stove)
d. Carpets – Rs 2,000 per item
e. Gas connection – Rs 5,000 (inc one gas cylinder)
f. School materials – Rs 1,500 (inc stationery, books, toys, school bags, uniform)
g. Livestock – Rs 5,000 (inc 1 cow)
ACTION TO DATE
1. Survey - We have started surveying to locate the people who are worst hit especially those who have literally lost everything, to rehabilitate them after the trauma.
2. We have mobilized western volunteers for both immediate and long term relief.
3. We have also involved high school children for local fundraising.
All communications have been disrupted as a consequence we are using mobile GPRS to convey the message across the world.

THE APPEAL
We appeal to all the people around the world to kindly come forward and donate to the fund helping us in this difficult time.
Ladakh is a small Buddhist kingdom in the high Himalayas. It is located in a politically and geographically sensitive area sharing borders with China and Pakistan.
It a small district in the state of Jammu and Kashmir, India.
Due to its extreme winter ladakh remains cut off for about six months through land and it is only accessible by flights. During the short summer months ladakhis grow their food but this year due to this natural calamity their fields were washed away which means shortage of food for the winter. The recent cloudburst resulted in the loss of many lives and properties. Hundreds died, hundreds are missing and left homeless.
We request all of you to kindly help us in resettling these people to lead a normal life once again as quickly as possible.
Your contribution will be used for both the immediate relief like food, water, clothing, medicine etc and for the long term rehabilitation, building proper houses and essential winter food supplies.
